The "Division provides the leadership and supervision to the public and non-profit agencies that deliver financial assistance and critical safety net services to individuals and families in New Jersey." Efforts of these services include helping people acquire the skills they need in order to get a job, like job training, educational and work activities programs. When it is not possible for people to go to work, due to a disability or other reason, DHS will provide services to NJ residents who need public assistance in order to acquire and sustain the basic necesities of life, such as food and shelter.

NJCA provides free, direct services to low-and moderate income individuals across New jersey, empowering people to take control of their economic futures. Services include free tax preparation, HUD-certified first-time homebuyer and foreclosure prevention counseling, in-person health care enrollment assistance, financial coaching, fair housing testing and education, financial education and outreach, discounted oil heat to renters and homeowners who heat their homes with oil, and education and outreach on other issues and topics. All services are offered in English and Spanish.
